IF YOU OWN A PROPERTY IN SPAIN YOU WILL BE LIABLE TO PAY THE TARIFF TO
YOUR LOCAL MUNICIPALITY FOR THE COLLECTION OF RUBBISH AND TO PAY
TOWARDS THE COSTS OF MAINTAINING PUBLIC AREAS AND PROVIDING LOCAL
SERVICES.
How do I register to start paying the tariffs for Rates (IBI Urbano) and Rubbish (Basura)?
Firstly, we start with Rates:
There are two classifications for registration
1. Transfer of Title  This relates to a property that has already registered
2. New Registration  This relates to property that has not previously been registered.
Both types of regististration require a separate form to be completed
and presented to the local Catastral Office in your Municipality.
The Catastral Office is responsible for maintaining records,
calculating tariffs and issuing bills for rates and rubbish.
The bills for rates are issued annually.
How do I register?
Firstly, you can go to the Catastral Office and present the relevant form depending on the classification of your property.
A transfer of Title requires Form 901
A new registration requires Form 902
You will be asked to complete the relevant form, supply a copy of
your Escritura and personal documentation (NIE certificate,
Passport). These must be presented at your Catastral Office
and a stamped copy will be given to your for your records.
Depending on the time of year the next Rates bill should be in
your name.
Secondly, we finish with the Rubbish:
There are two classifications for registration
1. Transfer of Title  This relates to a property that has already registered
2. New Registration  This relates to property that has not previously been registered.
Both types of regististration require a separate form to be completed
and presented to the local Catastral Office or an organisation called
the Consorcio.
The bills for rubbish are issued quarterly.
How do I register?
You can either go to your local Catastral Office or Consorcio (which is located in Albox) to obtain the relevant Form.
You will be asked to complete the relevant form, supply a copy of
your Escritura and personal documentation (NIE certificate,
Passport). After presenting the form along with the documentation
you will be given a stamped copy for your records. Depending on
the time of year the next Rubbish bill should be in your name.
What happens if I do not register for Rates and Rubbish?
If your property falls into Classification 1  (Transfer of Title)
You will continue to receive the bills in previous registered owner´s
name. This would not seem to be a problem provided that the bills
are paid. However, if you subsequently sell your property, the new
owners will have a problem registering the transfer as the names on
Escrutura will not match the records at Catastral Office.
If your property falls into Classification 2  (New Registration)
No, the bills for Rates or Rubbish will not be issued.
However, the tariffs will accrue from the time of the new build.
If you subsequently sell your property, the new owners will not be able
to register, as they can only do a transfer of Title. You
will still have to register and be liable for the accrued charges.
